ASAP to PSAP: Educational Sessions about the ASAP Project ...

APCO?s PSC eNews, dated June 29, 2012, announced a new pre-conference course offered to CAD providers and their technical staff who want the necessary technical information to develop an interface product solution in support of their PSAP customers who want to take advantage of the Automated Secure Alarm Protocol (ASAP). Since that announcement, a few inquiries have been received concerning the multiple ASAP-related course offerings at the APCO International 78th Annual Conference & Expo.

One CAD provider asked if its customers should attend the pre-conference ASAP technical course. The general answer is ?no.? The pre-conference course is highly technical and designed specifically for programming and product development staff. The pre-conference course may also be of interest to programming staff who have written or support an in-house written CAD system.

For PSAP management and staff, a professional development breakout session titled, ASAP to the PSAP: Reducing 9-1-1 Processing Time by Minutes for Alarm Notifications Between Alarm Monitoring Companies & 9-1-1 PSAPs, is being conducted on Monday, Aug. 20 from 2:30?3:30 p.m. This course is more of an ASAP-101 type of session that explains what ASAP is, how it works, and the primary goals and benefits of an agency using the ASAP interface.

A description of each course offering follows:

ASAP to the PSAP: Reducing 9-1-1 Processing Time by Minutes for Alarm Notifications Between Alarm Monitoring Companies & 9-1-1 PSAPs

Monday, Aug. 20, 2:30?3:30 p.m.

Momentum continues to build following the successful implementation of the Automated Secure Alarm Protocol (ASAP) in Houston, Texas, in 2011. Nlets, the CSAA and APCO joined forces to implement an ANSI-approved standard, proven to reduce 9-1-1 processing times and response times, and eliminate mistakes, miscommunications, and telephone calls between alarm monitoring companies and PSAPs. ASAP offers a likelihood of increased law enforcement apprehensions, fires more quickly extinguished, and more lives saved. A new CSAA Message Broker server will streamline the connectivity of hundreds of alarm monitoring companies offering the opportunity for additional PSAP participation. Phase II will offer video confirmation.

The benefits and objectives associated with this session include:

Objective 1: Learn about the Automated Secure Alarm Protocol (ASAP) project, its goals, and the successes that have occurred in multiple 9-1-1 PSAPs.

Objective 2: Learn about the benefits of incorporating ASAP into their 9-1-1 operation and how their agency can participate.

Objective 3: Learn about the implementation of ASAP phase 2 video verification, a new Message Broker server by the Central Station Alarm Association housed at Nlets, and what these mean for 9-1-1 PSAPs, the alarm industry, and CAD providers.

This session is free to registered conference attendees.

ASAP to the PSAP: Technical Development Specifications for CAD Providers

Sunday, Aug. 19, 8 a.m.?12 p.m.

This 4-hour pre-conference course is designed for providers of computer-aided dispatch (CAD) systems in learning more about the ASAP and requirements for creating a successful interface. The course is intended to streamline ASAP interface development by CAD providers on behalf of the PSAPs that are anxious to take advantage of the ASAP program but have been waiting on their CAD provider to offer a solution.

This is the perfect opportunity for CAD providers, their management and technical staff, to understand the details surrounding the ASAP. The course is designed to provide complete information to enable CAD providers to complete the build of a successful ASAP interface between their PSAP customers and alarm monitoring companies.

During this course, APCO staff and ASAP SMEs will present:

  • An overview of the ASAP project
  • A review of the schema
  • Message types sent by the alarm monitoring companies & PSAPs
  • A review of actual ASAP XML messages
  • Best practices
  • An overview of the current transport layer & the role of the message broker
  • Project status: Operational alarm companies & states
