June is American Humane Association's?Adopt-A-Cat Month, and Steve Dale uses this time to address the issue of feline overpopulation:? Via Chicago Tribune - There's no question that Americans love pets. Most homes have a pet, including about 40 million homes with at least one cat, adding up to over 86 million pet cats, according to the American Pet Products Association.

Despite all that, estimates are that every minute, approximately four cats are euthanized in U.S. shelters. It's tragic and shameful because the majority of these pets are adoptable. In fact, feline overpopulation is a serious problem.

There's only one way to solve the problem: Reduce the numbers of pets coming into shelters in the first place.?So, how do we impact cat overpopulation? Here are three steps I believe can change the equation:

1. Indoors Only: If "indoors only" really became the mantra for pet cats, spay/neuter compliance would increase. One added benefit is that life indoors is safer, and as a consequence cats live longer, healthier lives.

2. Bad Kitty: When family members get frustrated and fed up with a cat eliminating outside the litter box, scratching the sofa, or yowling overnight, the human/animal bond fractures, landing the pet in the local animal shelter. Encouraging owners to get qualified help before behavior problems become overwhelming is key.

3. Trap, Neuter, Return is a part of the solution. TNR programs utilize community volunteers who humanely trap feral cats, have them spay/neutered and vaccinated for rabies before releasing back to their colonies. Some shelters still use their precious resources attempting to socialize and adopt out feral cats. Instead, I argue, overall, that most feral cats are more content living in their colonies, letting shelters focus on other, more adoptable cats.

(AP) ? Used to be that Venus Williams was the one who was highly ranked, the one considered a title contender, the one who would dominate foes so thoroughly that matches would be tidily wrapped up in an hour.

Now 31, and figuring out from day to day how to handle an illness that saps her strength, Williams was on the wrong end of a lopsided 60-minute defeat in the second round of the French Open on Wednesday.

Looking glum and lacking the verve that carried her to seven Grand Slam titles, Williams barely put up any resistance and lost 6-2, 6-3 to No. 3-seeded Agnieszka Radwanska of Poland at Roland Garros. Coming a day after her younger sister Serena was stunned in the first round by 111th-ranked Virginie Razzano of France, the early exit marked the first time in 43 major tournaments with both in the field that neither Williams got to the third round.

"I felt like I played," Williams said after making a hard-to-fathom 33 unforced errors, 27 more than Radwanska. "That pretty much sums it up."

This one was not exactly an out-of-nowhere upset, considering that Williams is ranked 53rd now, never has been as good on clay as on other surfaces, lost to Radwanska 6-4, 6-1 two months ago, and is learning how to be a professional athlete with Sjogren's syndrome, an autoimmune disease that can cause fatigue and joint pain.

Still, the meek way Williams departed was striking, considering that she has been ranked No. 1, has appeared in 14 major finals to Radwanska's zero, and from 2008-10 won 10 of the 11 sets the two played against each other.

"I don't know if I ever asked myself, 'Why me?' I mean, obviously it's frustrating at times. I don't know if there's anything mental more I can do at this point, but there's a lot of stages to go through with this kind of thing," said Williams, whose fastest-in-the-game serve was broken five times Wednesday. "There's a lot of people who have it a lot worse than I do. I'm still playing a professional sport, so I have to be very positive. And I'm going to have ups and downs. I haven't gotten to the 'Why me?' yet. I hope I never get to the 'Why me?' I'm not allowed to feel sorry for myself."

It's hard to know, however, how much energy she'll have from one day to the next.

Whenever the alarm goes off, Williams starts to find out what the next 24 hours will be like.

"Every morning is different. Some mornings, I don't feel great, then it's a better day than I thought it was going to be. I can't automatically be discouraged. When I wake up, I just have to see how it goes. Sometimes I get a second wind," she explained. "It's just so hard to know."

Williams revealed her diagnosis in late August at the U.S. Open, when she withdrew before her second-round match. She skipped the Australian Open in January, before returning to the tour in March in a bid to earn a berth on the U.S Olympic team. Spots are awarded based on rankings ? the top 56 get in automatically, with a maximum of four per country, so Williams should be OK.

"This tournament, for me, was all about getting to the Olympics, as I have said a couple million times," she said. "If that happens for me, and I think the chances are good, then I come out a victor. So that's why I was here."

At changeovers, Williams would slink to the sideline, then sit on her green bench with hands clasped, staring straight ahead, expressionless and motionless.

She was far more animated afterward, laughing often while discussing her condition and graciously complimenting the play of Radwanska, a 23-year-old who is coming into her own this season.

"Of course, when I saw the draw, I wasn't very happy, because Venus as a second-round opponent, it's not easy," Radwanska said. "Maybe she just had a bad day here."

While never advancing past the quarterfinals at a Grand Slam tournament, Radwanska has shown signs of being ready for a major breakthrough, with three lesser titles and a tour-high 38 victories in 2012. Of her seven losses, six were against No. 1-ranked Victoria Azarenka.

On an easy day for the top-seeded players, Azarenka breezed into the third round with a 6-1, 6-1 victory over Dinah Pfizenmaier of Germany 6-1, 6-1, while the No. 1 man, Novak Djokovic, extended his Grand Slam winning streak to 23 matches by beating Blaz Kavcic of Slovenia 6-0, 6-4, 6-4.

"Being No. 1 is a difficult job, because everybody want to catch you, everybody want to move you from the spot," said Azarenka, pushed to three sets in the first round. "Nothing is going to come easy just because you're No. 1."

For years, Roger Federer managed to make things look easy at the top. Now No. 3, he went through a bit of a glitch and dropped a set Wednesday before earning his record-breaking 234th Grand Slam match victory, 6-3, 6-2, 6-7 (6), 6-3 against 92nd-ranked Adrian Ungur of Romania.

"I have been around for so long that, even though I expect myself to win, I can still manage to do that," said Federer, on course for a semifinal showdown with Djokovic. "Whereas in the beginning, when you think you're good but you're maybe not that good yet, you get many more surprise losses."

Before rain cut play short in the evening, all 10 seeded men whose matches ended won, including No. 9 Juan Martin del Potro, the 2009 U.S. Open champion, who acknowledged his bandaged left knee is a "constant bother."

Four seeded women lost, including No. 8 Marion Bartoli of France, the runner-up to Williams in the 2007 Wimbledon final, when the American was near the height of her powers.

Justin Bieber Investigated In Criminal Battery Against Paparazzo

Every young star has to go through certain rites of passage: your first starring role, landing a platinum debut album, first fake tabloid headline. On Saturday, Justin Bieber earned his stripes by allegedly getting into an altercation with a paparazzi photographer.

According to TMZ, Bieber is a suspect in a criminal battery investigation after he got into it with a photographer on Sunday at a mall in Calabasas, California, where the singer lives. The site reported that the unnamed photographer was attempting to snap a shot of Bieber when a physical altercation took place between them.

The photographer called 911 after the incident, but when the police arrived Bieber and girlfriend Selena Gomez had already left the scene. The camera man was transported to a local hospital by ambulance after complaining of pain in his upper torso and released a short time later.

He filed a police report naming Bieber,18, as the culprit and police are now investigating the incident as a misdemeanor battery case and are looking to speak to Bieber, Gomez and other witnesses. Police were told by witnesses that the photographer had been blocking Bieber's car as the "Boyfriend" singer was trying to leave the mall. After Bieber exited his car and asked the man to move, a scuffle broke out when he would not.

A spokesperson for Bieber had no comment.

TMZ also reported that several witnesses claimed that after the fight a lawyer approached the shooter and said he could get "a lot of money" out of the incident and advised the paparazzo to call for an ambulance and file a police report.

Not only is a sunburn a sign of skin damage, but even a nice even tan is as well. We are not supposed to be any darker than our natural colour, so unfortunately there is no safe way to tan. Sun damage can lead to skin cancer, which is the most common type of cancer in the world! Pre-aging is also another result caused from UV overexposure. I recently went to a skin clinic where a registered nurse took a photo of my face with a special UV camera. This camera can produce a visual of all the sun damage on your face that is not necessarily seen by the naked eye. The picture showed thousands of little freckles particularly under my eyes and on my nose. I have learned that NOT all freckles are cute. If I don?t start taking the necessary precautions to protect my skin, those freckles will eventually be visible to the naked eye, along with wrinkles and even skin cancer. This was a real wake up call. I have now made sure that I am wearing either a sunscreen or a moisturizer of at least 15 SPF at all times. New CBC Hockey Night in Canada duo faces criticism

The CBC hopes to expand the national hockey audience with new online programming featuring a pair of best girlfriends gabbing about the hairstyles and uniforms of hockey players during next week?s Stanley Cup Finals.

Lena Sutherland and Jules Mancuso, gal pals living in New York and Toronto, created the website, WhileTheMenWatch.com. The idea for the site was born on an afternoon begrudgingly spent watching a football game with their sports-obsessed husbands. Sutherland and Mancuso decided to talk to each other over the phone and provided colour co-ordinated commentary on what was happening on the gridiron.

?We thought to ourselves, wouldn?t it be great if we could have a way of listening to an audio stream for women?? Sutherland said.

The afternoon chat turned into regular Skype dates to watch and comment on the games.

The CBC will host the duo?s banter on its website with video of Sutherland and Mancuso streaming alongside a feed of the hockey games, calling it WhileTheMenWatch Hockey Night. The broadcaster has also given the pair a blog to co-author.

As the programming news launched, hockey fans expressed their disapproval on social media, lambasting the pair for setting women sports fans back decades and reinforcing gender stereotypes.

Marsha Boyd is an Edmonton Oilers season-ticket holder who blogs about the team she has loved since she was a little girl. She agreed more women seem interested in hockey, but fans like herself have had to prove how much they know and love the game because they?re women.

?They?re saying ?Your man will watch the game and we?re going to give you an alternate commentary because you?re a woman, and you don?t know anything about hockey and you just want to look at pretty boys and you?re stupid,?? Boyd said of the pair.

?It?s horribly sexist and it gives all women, I think, a bad name.?

Julie Bristow, executive director of studio and unscripted programming at CBC, thinks the conversation that happens between Sutherland and Mancuso will draw in the social viewers of hockey who may not be all that interested in faceoffs and penalty shots, but would watch a big game to be able to talk about it around the water cooler the next day, regardless of gender.

?I don?t think it?s sexist in any way,? Bristow said. ?The title may be where those comments are coming from, but I really think the content is meant for anybody that?s a casual viewer of the game.?

Even with former women?s hockey players Hayley Wickenheiser and Cassie Campbell-Pascall saying they don?t find the premise sexist, Boyd isn?t convinced.

?I know they?re trying to draw in non-hockey fans but they?re basically insulting the current hockey fans.? Boyd said. ?We already have a tough time because women aren?t really respected as hockey or even sports fans.?

?I?d like to think that women in 2012 are pretty secure in our position in society than an entertaining show about hockey is not really going to jeopardize that,? Sutherland said.

Sutherland and Mancuso respect female sports journalists and women who truly love watching traditional sports broadcasts.

1Mpad is Malaysia's first branded tablet, delivers 7 inches of Gingerbread for $315

So you've decided that it's time to make a tablet part of your life, but a lack of star-spangled slabs has prompted you to defer the purchase. Malaysians now face no such dilemma, due in no small part to the 1Malasyia Pad -- the country's first branded tab. The 1Mpad will reportedly soon be marketed to students (1.4 million of them, in fact), but 5,000 of the 7-inch Gingerbread devices are now being offered up to deep-pocketed locals, priced online at a rather-ambitious 999 Malaysian ringgits (about $315). Manufactured by MalTechPro Sdn Bhd, the 1Mpad will be offered to students at a to-be-determined discounted rate, making it the first such device to be available using a student discount card. At its current high list price, the tablet doesn't appear to be a fantastic deal, shipping with 3G broadband and the 1Malaysia Messenger application, which will serve as an IM service of sorts for sending text, pictures, video and voice recording to other 1Mpad owners. Emotional Freedom Technique: A Positive ... - Health and Fitness ...

I?m slowly changing for the better. I?m becoming a stronger, more focused, more self-assured and more grounded person ? much more so than I probably ever have been. All this is the result of using EFT (emotional freedom technique) on a consistent basis every day. When I first learnt the technique I?d use it only when I needed it, and I?d be amazed by the results.

As I began to tap on a more regular basis I started to see some very fundamental changes to some of the more profound behaviours that had been driving me all my life.

The more I tapped the more insights I developed about myself and my life, and the more I understood exactly what I needed to do to change for the better. The beauty of EFT for me is that it allows you to be completely and utterly honest with yourself about what you truly believe you are as a person.

Some of the more conventional schools of personal development thought advocate positive thinking at all times, so that good thoughts and consequent behaviours and habits become embedded in your psyche and body. This is absolutely fine. However, using positive thinking alone can be challenging if every fibre of your being is screaming ?I don?t believe a word of this!?

That scream represents a fundamental dilemma in your mind that can result from saying the affirmation (or positive phrase) out loud, but feeling in your body all the underlying negative emotions that conflict with that affirmation.

The underlying ?stuff? is said to represent your subconscious feelings and thoughts, which are said to be linked to your protection and survival mechanisms. They are therefore very strong, and often overpower any affirmation that comes from your conscious mind.

EFT allows you to start from where you are, and acknowledge your deepest thoughts, feelings and fears in a way that is safe and controlled. Whilst tapping and opening up to yourself you are revealing yourself to yourself. Although this can at times be traumatic (especially if it?s the first time you are really being honest with yourself), it is releasing you simultaneously from all the inhibitions that have kept you limited all your life.

The founder of EFT describes this process as cutting down trees in a forest. The tallest trees get chopped in half each time you perform EFT. This reveals other trees that, too, get chopped in half. Each tree represents an emotion, or issue that you are dealing with. Gradually, over time, all the trees get completely chopped down, and you are left feeling calm, centred, fearless and completely self-assured.

Like myself, EFT can be used to work on the trees in your own emotional ?forest? so that you may come to a place where you feel safe. This secure feeling can come from the knowledge that you have a tool designed to offer release from numerous emotional and physical issues. This can have a positive knock-on effect to your physical health and overall sense of wellbeing.

Watching dissidents is a booming business in China

BEIJING (AP) ? Every workday at 7:20 a.m., colleagues pick up Yao Lifa from his second-floor apartment and drive him to the elementary school where he taught for years.

This is no car pool. Yao is a prisoner, part of a China boom in outsourced police control.

By day, Yao is kept in a room, not allowed to work and watched by fit, young gym teachers and other school staff. At dinner time or later, he is sent back to the apartment that he shares with his wife and 3-year-old daughter. A surveillance camera monitors the building entrance, while police sit in a hut outside.

"At school, if I have to go to the bathroom, someone escorts me. Most of the time, I'm not allowed to speak with others or answer the phone," Yao said in a recent late-night Internet phone interview from his home in Qianjiang city. "When they bring me home, they sign me over to the next shift."

Like the blind activist Chen Guangcheng until his escape from house arrest last month, Yao belongs to an untold number of Chinese activists kept under tight control by authorities, even though in many cases they have broken no law. Mostly unknown outside their communities, they are a growing portion of what's called the "targeted population" ? a group that also includes criminal suspects and anyone deemed a threat. They are singled out for overwhelming surveillance and by one rights group's count amount to an estimated one in every 1,000 Chinese ? or well over a million.

Yao has never faced criminal charges. His misdeed is decades of campaigning for democratic elections.

"They won't let me teach. They're afraid of course that I'll start talking about democracy to the students," said Yao, a 54-year-old former school administrator and science lab instructor with wavy black hair and possessed of a passionate, fiery manner.

While China has long been a police state, controls on these non-offenders mark a new expansion of police resources at a time the authoritarian leadership is consumed with keeping its hold over a fast-changing society. Co-workers, neighbors, government office workers, unemployed young toughs and gang members are being used to monitor perceived troublemakers, according to rights groups and people under surveillance.

"Social activists that no one has ever heard of have 10 people watching them," said Nicholas Bequelin, a researcher with Human Rights Watch. "The task is to identify and nip in the bud any destabilizing factors for the regime."

Targeted are growing numbers of people, from typical political dissidents to labor organizers and, increasingly, ordinary Chinese who want Beijing to correct local wrongdoing. In method, this new policing represents a break from recent decades.

In Mao Zedong's radical communist heyday, colleagues, neighbors and family members snitched on suspected enemies of the revolution. Free-market reforms broke the totalitarian grip and gave people incentive to leave farms and state jobs for work in booming cities and industrial zones. Private lives and private wealth blossomed, creating less reason for snooping.

Money now fuels the extensive surveillance system. Budgeted spending for police, courts, prosecutors and other law enforcement has soared for much of the past decade, surpassing official outlays for the military for the second year in a row this year, to nearly 702 billion yuan, or $110 billion.

Allocated by Beijing to the provinces and on down, the money sometimes is called "stability preservation funds" for the overriding priority the government now puts on control. As long as trouble is quelled, Beijing doesn't seem to mind how this money is spent. It's proving a growth opportunity for cash-strapped local governments and small-time enforcers.

"This isn't bad for teachers," said Yao. "An English teacher probably wouldn't take it. They can earn extra money giving private tutoring. But gym teachers can't do the tutoring. Besides, their superiors have told them to do this. They can't not do it."

In the deep south farming county of Yun'an, more than a quarter of its 6,700 officials are on the "stability" payroll, the magazine Caijing reported last year. Cases like Chen and Yao "are the tip of the iceberg," said John Kamm, a veteran human rights lobbyist. Research by Kamm's Dui Hua Foundation found that since the mid-1980s Beijing has tasked police throughout China with controlling the "targeted population." An initial quota for police to target 2 in every 1,000 people proved unattainable, Kamm said. He said 1 in 1,000 is a more accurate estimate, or 1.3 million people.

After more than a decade of trying, Yao succeeded in 1998. He made a name for himself as an activist trying to change the Communist Party-dominated system. He championed the rights of farmers rebelling against high taxes and fees.

The party fought back. Yao and 31 teachers and others inspired by him to run for legislatures in 2003 all lost in an election he complained was rigged. Afterward, Yao's short-term detentions began. But he also at times slipped away to meet like-minded activists around the country.

Soon after returning from a trip to Shanghai and Beijing early last year, the controls tightened. Yao said school Vice Principal Wang Qian, police and others kidnapped him and drove him 500 kilometers (300 miles) to a hotel. He got free by throwing a note out the window while his captors slept. MINNEAPOLIS (AP) - Max Scherzer struck out nine in a rain-shortened outing and Prince Fielder had his first four-hit game with the Tigers, leading Detroit to a 6-3 victory over the Minnesota Twins on Saturday.

Scherzer (4-3) gave up three runs and six hits in 5 1-3 innings before leaving due to a rain delay and Andy Dirks had two doubles and two RBIs for the Tigers. Miguel Cabrera added two hits and two RBIs and Jose Valverde picked up his eighth save in 10 chances.

Carl Pavano (2-4) allowed six runs on 10 hits in 4 1-3 innings for the Twins, who have lost four straight. Justin Morneau and Denard Span homered for Minnesota, but the Twins struck out 16 times.

Slumping Twins slugger Josh Willingham struck out four times and the bottom four hitters in the lineup - Brian Dozier, Alexi Casilla, Drew Butera and Jamey Carroll - went 1 for 14 with 10 strikeouts.

Most of those strikeouts came courtesy of Scherzer, who is looking more and more like the capable sidekick to Justin Verlander he was last year. He fanned four in a row and five of six at one point in the outing, and set down 13 straight after giving up a solo homer to Morneau in the second inning.

(AP) ? The commander in charge of the raid to kill Osama bin Laden is defending his proposal that would give him more authority to send special operations forces overseas to address problems like terrorists or sudden Arab Spring-style unrest.

At a rare press conference during a weeklong meeting of international special operations forces, Adm. Bill McRaven said the plan would also trim some of the limits on where and how special operations troops work. But those troops would still answer to U.S. commanders overseas, not him, and missions would be coordinated with and approved by the U.S. ambassador, he said.

"I really do need to clear this up because there is some speculation out there, some sensationalization," McRaven said Thursday. He said his plan was "absolutely not about U.S. Special Operations Command running global special operations."

McRaven has been shuttling to sell his plan between the Pentagon and Capitol Hill, working to dispel suggestions of a power grab by the bin Laden raid commander.

"I worry about speed making it too easy to employ force," a former Joint Chiefs chairman, retired Gen. Peter Pace, said last month in Washington. "I worry about speed making it too easy to take the easy answer ? let's go whack them with special operations ? as opposed to perhaps a more laborious answer for perhaps a better long-term solution."

McRaven got a boost from Secretary of State Hillary Rodham Clinton, who appeared earlier in the week with McRaven, a tacit message that she backs his proposal.

"We need special operations forces who are as comfortable drinking tea with tribal leaders as raiding a terrorist compound," Clinton said. "We also need diplomats and development experts who understand modern warfare and are up to the job of being your partners."

McRaven's plan, first reported by The Associated Press in January, is to send special operations forces to work with local forces ? something they are already doing, but in smaller numbers as they've been tied up in Iraq and Afghanistan. The continuous interaction means the U.S. and local officers forge ties, build the local force's skills and jointly track local threats that might include terrorists or drug traffickers.

"The only way you can neutralize terrorist action is ... integrating our intelligence and working together," said Colombian Brig. Gen. Juan Pablo Rodriguez Barragan. He noted successful joint U.S.-Colombian operations against the Revolutionary Armed Forces of Colombia, or FARC, rebel group.

Barragan was one of the officers from 97 countries who had come to learn new strategies and techniques, and see an array of U.S. special operations technology.

The weeklong gathering offered a snapshot of how McRaven hopes to make elite military-to-military relationships the glue binding the global counterterrorism fight.

McRaven's proposed changes include allowing him to suggest sending his forces to an area where he perceives a growing threat, rather than waiting to be asked ? a process supported by his predecessor, now-retired Adm. Eric Olson.

"This is not at all about forcing or sneaking special operations forces into a geographic combatant command but instead accelerating a process of initiation...where special operations forces might be needed," Olson said in comments last month in Washington. He also noted that current rules can bar McRaven from speaking to his special operations commanders in the field without the permission of the regional U.S. military commander.

Other proposed changes involve loosening some bureaucratic restrictions like the one that only allows U.S. special operations forces to work with defense forces in a given country, while foreign elite units often work for a country's Interior Ministry, McRaven said.

McRaven said he also wants to remove requirements that Congress regularly approve special operations assistance missions in places like Yemen and give his troops more authority to buy uniforms and supplies for troops overseas without going through the State Department aid system, which can add months to the process.

"Any use of this would require secretary of state approval," McRaven said. "We're not recommending anything that goes around the State Department."
