She said Ottawa had recently spent C$90 million ($92 million) on measures to combat electronic threats.</p> <p> The opposition New Democratic Party said the Conservatives needed to pay more attention to security concerns when looking at foreign takeover bids.</p> <p> "Cyber security is something we have to pay attention to and that ... includes how deals are set up and trade deals are set up and acquisitions are made," said legislator Paul Dewar, the party's foreign affairs spokesman.</p> <p> Although <span class="yshortcuts" id="lw_1348858333_4">Industry Minister Christian Paradis</span> is responsible for deciding whether the CNOOC bid should be approved, independent Conservative legislator Peter Goldring says a parliamentary committee ought to examine it.</p> <p> "One of the main priorities of this committee will be to determine whether a foreign state-owned enterprise is an acceptable bidder ... for taking over a Canadian corporation," he said in a statement.</p> <p> If a committee were set up it could delay the government's timetable for a ruling on the CNOOC deal. Paradis is expected to announce that decision by Nov 12.</p> <p> China is often cited as a suspect in various hacking attacks on companies in the United States and other nations. Beijing dismisses allegations it is involved.</p> <p> An organization that regulates U.S. electric utilities is looking into the breach at Telvent Canada Ltd, which makes software that energy companies use to manage production and distribution of electricity. Telvent acknowledged a breach had taken place but gave few details.</p> <p> The government's <span class="yshortcuts" id="lw_1348858333_6">Canadian Security Intelligence Service</span> says hackers try to break into government networks every day.</p> <p> "Another traditional economic espionage target we often come across is the oil and gas industry ... Canada remains an attractive target for economic espionage," the spy agency said in its annual report released last week.</p> <p> CSIS did not identify nations it said were responsible for the attacks. My father was a huge fan of opera and used to listen to arias all the time, and one day I joined him to attend a performance at the Teatro Bellini in Catania. I was just blown away! I knew it right away: I wanted to end up on that stage and sing all those beautiful arias.?</p> <p>Giordani considered his father a most extraordinary person. ?Even though he was not a musician, he was my mentor, my guiding light,? he said. Giordani?s father recognized his son?s talent at a very young age and always supported him, both financially and mentally. Other members of the family wanted Giordani to do something ?serious like becoming a banker.??</p> <p>His father?s influence extended beyond his father?s life. In 1994, Giordani?s father passed away. ?I was really challenged and was about to abandon my career because nothing made sense to me anymore,? Giordani recalled. His wife encouraged Giordani to continue to sing. ?She insisted that my father would have wanted it,? he said.?</p> <h2>Great Art Comes From Goodness and Compassion?</h2> <p><strong></strong>Describing the effect of his first encounter with opera, Giordani said, ?It is a spell that has never left me. It is a pure magic?the music, the stage setting, the story, the poetry, the entire atmosphere, the smell of the theater?it is just a combination of many things that makes opera a beautiful art form.??</p> <p>Giordani advises young opera singers to ?never ever stop studying, always stay humble, and try to grow as an artist and as a person as well.?</p> <p>By growing as a person, he said it means to be a good person, a compassionate person. ?If you are compassionate, you automatically have beauty in your heart, mind, and soul.??</p> \>"); <p>By humble, Giordani means to be grateful for being blessed with talent. ?It is our duty to accept it and make it available to other people.??</p> <p>Giordani shared two incidents illustrating how he honors his pledge to make his talent available.?</p> <p>Accompanying his children on a school field trip, Giordani got a call. The MET, which he considers his artistic home, called him with a tenor emergency. ?I had to head back immediately to save their ?Rigoletto? performance that evening.?</p> <p>?The other unforgettable experience was when the MET asked me to sing two performances in two different operas the very same day. A critic gave me the nickname ?The Iron Tenor.???</p> <p>Recalling the experiences, Giordani said, ?I think I was almost hypnotized in a way. There was literally no time to think too much. They were married in 1990. He said to her, ?Wilma, you are the diapason of my life.?</p> <p>He subsequently met another important person, his voice teacher, Bill Schuman, whom Giordani calls ?the turning point to a new beginning.?</p> <p>Bill Schuman of the Academy of Vocal Arts (AVA) in Philadelphia is a voice teacher of international acclaim. A native of Portland, Oregon, Schuman studied ?with the famed vocal pedagogue, Luisa Franceschi, who was a prot?g?e of Luisa Tetrazzini and Pietro Mascagni. Many of his students have been heard in the world?s greatest opera houses,? according to the AVA website.?</p> <h2>Giving Back</h2> <p>In the spring of 2010 at the age of 47, Giordani founded a nonprofit organization in New York, the Marcello Giordani Foundation. The goal was to help young opera singers at the start of their careers.?</p> <p>In the spring of 2011, he launched the first Marcello Giordani International Vocal Competition, which took place in Giordani?s hometown of Catania, Italy.?</p> <p>?It was a great experience and a joy to watch all the young talents trying to do the best they were able to do at that very moment. As the president of the competition, I always look for their ability to learn and their willingness to be open and accept suggestions and advice,? Giordani said.?</p> <p>As a busy performer in his prime, Giordani?s schedule is full year-round. Asked why he placed so much importance on supporting young vocalists, Giordani said: ?For the few of us who make it to the top, we shall never take this for granted and always remember the struggle and the sacrifices it takes to get there. I just think the time has come to pay back and to pass on my knowledge to other talents waiting out there.?</p> <p>In September, Giordani partnered with NTD?s Sixth International Vocal Competition?and will sing three operatic arias, including ?Nessun Dorma,? at NTD?s International Vocal Competition Concert.?</p> <p>Giordani believes that NTD?s vocal competition provides a great platform for young vocalists to showcase their talents. ?It offers so many possibilities for singers to be heard in a city like New York, which is considered the headquarters of opera business,? he said.?</p> <h2>NTD?s Vocal Competition</h2> <p>Part of a series of nine competitions, NTD?s vocal competition is designed to promote cultural understanding between the East and West. This year, it is open to vocalists from all ethnic backgrounds. NTD?s vocal competition will give out one Gold award ($10,000), one Silver award ($3,000), and two Bronze awards ($1,000) for both male and female divisions.?</p> <p>According to Ying Guo, the assistant producer of the NTD vocal competition, as of mid-September, more than 30 contestants representing more than 15 countries from four continents have registered to participate. ?Half of them are Asians and half Westerners. They come from the U.K., U.S., Canada, Italy, Sweden, Switzerland, Poland, Russia, Australia, Japan, Korea, Indonesia, Malaysia, Taiwan, and more,? Guo said.?</p> <p>Contestants will not only perform well-known operatic works in Italian, French, or German, but will also sing a classical Chinese song. continent.</p> <p>?We cannot afford to lose the momentum in ensuring food security now and action is required from all governments on the continent and every partner to achieve this,? he said.</p> <p>Dr Annan, a former United Nations Secretary General, was addressing the 2nd African Green Revolution Forum in Arusha Tanzania Thursday.</p> <p>He said African governments must help farmers to expand their farms and to treat their farms as businesses.</p> <p>He indicated that through the Alliance for a Green Revolution on Africa (AGRA) seven countries had been reached with 330 new varieties of crops while 380 hectares of land had been rejuvenated in the last three years.</p> <p>Dr Annan said Africa could transform its agricultural sector significantly, if their leaders collaborated with the right partners adding that strategic change would only occur with result oriented partnerships.</p> <p>Tanzanian President, Jakaya Mrisho Kikwete, blamed African leaders for not doing enough to ensure adequate investment in agriculture.</p> <p>He noted that many African countries had failed to implement the 2003 Maputo Declaration which enjoined them to commit 10 per cent of their budgets to agriculture leaving the sector undeveloped.</p> <p>Opening the ongoing AGRF, President Kikwete said though African leaders knew what they needed do to revolutionalise agriculture and help change the fortunes of millions of Africans whose lives depended on agriculture, they had not done that.</p> <p>He said: ?We know what needs to be done, we are doing something about it but we have not done enough to support the development of agriculture in Africa.?</p> <p>President Kikwete said if African leaders did not invest in agriculture, the much taunted agricultural transformation would be like ?a song without dancers.?</p> <p>He said it was time for African leaders to adopt more effective ways of growing and developing agriculture on the continent to promote food security, enhance nutritional levels and create better living conditions for the people.</p> <p>President Kikwete indicated that though most economies in Africa relied on agriculture, the sector remained backward characterised by traditional methods of farming, low use of improved seeds, fertilisers and lack of financial credits.</p> <p>He said it was disturbing that despite the fact that about 70-80 per cent of Africa?s population were involved in agriculture, only five per cent of all arable land was irrigated in Africa.</p> <p>Also he said Africa used only 10 per cent of the world?s fertiliser.The results, he said, had been small farm sizes, low yields, low income and poverty.</p> <p>He said it was not surprising that about 239 million of the continent?s people were food insecure.</p> <p>President Kikwete stressed the crucial need for African leaders to help scale up investments in agriculture by investing in irrigation, increase support for research and agricultural development and support mechanised agriculture.</p> <p>He called on leaders to be responsive to the needs of all farmers, especially small holder farmers, to reduce poverty and hunger and enhance living standards.</p> <p>The President of the AGRA, Ms Jane Karuku, noted that misguided policies and neglect had affected the development of agriculture in Africa and stated that the AGRA was committed to working to unlock the potentials in the agricultural sector of Africa.</p> <p>She said subsistence farming should not be seen as an acceptable way of farming and that the AGRA continued to provide improved seeds and technical support, particularly for small holder farmers to improve their productivity and profitability and integrate them into competitive markets.</p> <p>Ms Melinda Gates, Co-founder and Co-Chair of the Bill and Melinda Gates Foundation, said there was the need to improve agriculture in African countries if they wanted to see a change in the lives of its people.</p> <p>Over 1,200 stakeholders in agriculture, including 14 heads of state, 23 ministers of agriculture, agri-business entrepreneurs and farmers are attending the forum in Arusha Tanzania.</p> <p>The AGRA is an initiative of the Rockefeller Foundation and the Bill and Melinda Gates Foundation to help promote food security on the continent.</p> <p>The three-day forum being held on the theme: ?Scaling Retirement Annuity Contracts (RACs) and Personal Retirement Savings Accounts (PRSAs) ? by the self-employed and others, to the extent that the contributions have been included in the personal tax returns of those taxpayers. (AP) ? <span class="yshortcuts" id="lw_1348555159_3">New York</span> state's congressional elections are testing the staying power of Republicans who rode a tea party wave to a House majority two years ago ? as well as the resilience of Democrats striving to regain control.</p><p>Democrats are targeting four of the five Republicans who took <span class="yshortcuts" id="lw_1348555159_13">New York</span> congressional seats away from them in 2010. Two more of the most contested House races in <span class="yshortcuts" id="lw_1348555159_4">New York</span> are in heavily Republican districts where Democrats won special elections.</p><p>Included in the mix are three rematches of contests decided by paper-thin margins last election, making <span class="yshortcuts" id="lw_1348555159_14">New York</span> a busy House battleground for both parties.</p><p>The big money involved in the contests reveals the GOP's intent on preserving its foothold in the heavily Democratic state. The <span class="yshortcuts" id="lw_1348555159_1">National Republican Congressional Committee</span> said it had reserved $5.25 million for TV time in <span class="yshortcuts" id="lw_1348555159_5">New York</span>, more than half to defend three freshmen. The rest is going to three districts held by Democrats, including the Buffalo area seat won by <span class="yshortcuts" id="lw_1348555159_0">Kathy Hochul</span> in a special election upset last year.</p><p>Democratic spending indicates President Barack Obama's party is equally committed to gaining influence as part of the party's drive to add 25 seats and reclaim the House majority. The Democratic Congressional Campaign Committee said it has spent or reserved $1.02 million for TV time in two <span class="yshortcuts" id="lw_1348555159_6">New York</span> races.</p><p>Hochul made national headlines by pioneering the strategy of casting the race as a referendum on the GOP plan to transform Medicare, authored by Rep. Paul Ryan, now the party's vice presidential candidate.</p><p>It's not clear whether that strategy will work against Hochul's new Republican challenger, Chris Collins. In a recent interview, the former Erie County executive refused to give an opinion on the plan.</p><p>"I'm someone who looks forward and not backward," Collins said. "And the Ryan budget is in the past."</p><p>That may be wishful thinking, but there's no doubt that <span class="yshortcuts" id="lw_1348555159_15">New York</span> ? like California and Illinois ? is critical to the battle for control of the House. While Democratic leaders express optimism about their chances, analysts generally forecast Republicans holding onto a slimmer majority.</p><p><span class="yshortcuts" id="lw_1348555159_7">New York</span> lost two of its 29 seats in the House to redistricting for the 2010 Census population changes. Despite the GOP election gains in 2010, Democrats still overwhelmingly dominate ? 21-8 ? the state's House delegation.</p><p>The battle in Hochul's district, which stretches between the Buffalo and Rochester suburbs, is one of the nation's most closely watched House races. A Siena College poll last month showed a statistical dead heat.</p><p>Collins has spent most of his adult life as a businessman. He ran the county with a sharp eye on the bottom line, alienating some lawmakers, and has promoted a waste-cutting managerial philosophy during public appearances.</p><p>Hochul also is well-known locally as the former Erie County clerk. While Republicans have a 40 percent to 32 percent enrollment edge in the district, Hochul has shown she can pull support from across the aisle.</p><p>"Being a Democrat in the most Republican district in the state, I actually can just ignore party labels and be laser focused on what's best for the district," Hochul said.</p><p>A bit east, near Syracuse, Democrats hope Dan Maffei can win back the seat he lost to Republican Ann Marie Buerkle by just 648 votes in 2010. Buerkle, the only New York representative to score a perfect 100 on last year's American Conservative Union legislator rankings, is running in a newly drawn district with nearly even numbers of Republicans and Democrats.</p><p>The DCCC said it has spent or reserved $361,616 in TV ad time for the race, a fraction of the $1.19 million reserved by the <span class="yshortcuts" id="lw_1348555159_2">National Republican Congressional Committee</span>.</p><p>It's one of two <span class="yshortcuts" id="lw_1348555159_8">New York</span> seats both committees are pumping money into for TV. In eastern New York, the NRCC has reserved $1.32 million for freshman Rep. Chris Gibson, who is being challenged by Democrat Julian Schreibman. The DCCC has spent or reserved $681,481 for TV ads there.</p><p>"The tea party wave of 2010 has receded and left New York's House Republicans high and dry with no cover to hide their toxic voting records and no way to defend their votes to end Medicare to pay for tax breaks for millionaires," said Rep. Steve <span class="yshortcuts" id="lw_1348555160_1">Israel</span>, D-N.Y., chairman of the DCCC.</p><p>Nathaniel Sillin, a spokesman for the NRCC, characterized <span class="yshortcuts" id="lw_1348555160_0">Israel</span>'s claims as "ridiculous" and noted the GOP is aggressively pursuing opportunities in the state.</p><p>"Republicans continue to be on offense in <span class="yshortcuts" id="lw_1348555159_9">New York</span> because Democrats are running on more of the same failed tax-and-spend economic policies that have stifled economic recovery," Sillin said.</p><p>Two other races provide second chances to Republican challengers who just fell short in 2010.</p><p>In northern <span class="yshortcuts" id="lw_1348555159_10">New York</span>, Democratic Rep. Bill Owens is defending his seat again against Republican businessman Matt Doheny, who narrowly lost in 2010 when a third Conservative Party candidate took thousands of votes. This time, Doheny has both the Conservative and Republican lines on the ballot. In <span class="yshortcuts" id="lw_1348555159_11">New York</span>, a candidate can accept the nomination of more than one party and reap all votes combined.</p><p>On eastern Long Island, Republican businessman Randy Altschuler is trying unseat five-term incumbent Democratic Rep. Timothy Bishop. Altschuler came within 593 votes of defeating Bishop two years ago and this time, he has the third-party Independence Party line, which was worth 7,370 votes for Bishop when he had the line in 2010.</p><p>"Super" PACs on both sides are spending money on the race, including the Karl Rove-backed Crossroads GPS, which started an ad critical of Bishop on cable TV last week. The ad focuses on Bishop's role helping get a fireworks permit for a Hamptons bar mitzvah at the request of a businessman who was later solicited by the campaign and donated $5,000. Bishop has said he did nothing wrong in helping a constituent.</p><p>The NRCC is spending TV money on both rematches.</p><p>In Staten Island, Republican freshman and former FBI agent Michael Grimm is dealing with a potentially much larger issue as he faces a challenge from Democrat Mark Murphy.</p><p>The FBI is probing money donated to Grimm's 2010 campaign by followers of an Israeli rabbi. White</p><p>Despite an impressive track record during her 13-year tenure at Google, Marissa Mayer is still an unknown quantity in her leadership role at Yahoo. On Tuesday, investors should get a better sense of how the rookie CEO plans to turn around the Internet giant.</p><p>Mayer plans a pair of all-company meetings (two in order to accommodate employees in time zones across the globe) tomorrow to share the strategies she laid out last week for Yahoo?s board of directors ?in an act of radical transparency,? according to an internal memo obtained by the tech blog AllThingsD. Mayer will give ?guidance as to where the company is going.?</p><p>This is <span grtype="null" grphrase="9bdc8fc86cb6532187735f8451208f5b8592b688" id="GRmark_9bdc8fc86cb6532187735f8451208f5b8592b688_insight:0" class="GRcorrect">insight</span> the investor community wants just as badly, especially because Yahoo didn?t offer third quarter guidance in its last earnings report to give Mayer time to assimilate into her new role. Yahoo didn't immediately respond to a request for comment about whether or not any details of the meeting would be shared with investors, although Mayer's "radical transparency" will almost certainly lead to more leaks.</p> <p>?The key here is a focus on getting Yahoo back to execution,? said Ron Josey, an analyst at ThinkEquity.</p><p>Although <span grtype="null" grphrase="141c7bcfca2178a0722751a9b7e27c90385332a4" id="GRmark_141c7bcfca2178a0722751a9b7e27c90385332a4_Mayer's most recent focus:0" class="GRcorrect">Mayer's most recent focus</span> <span grtype="null" grphrase="141c7bcfca2178a0722751a9b7e27c90385332a4" id="GRmark_141c7bcfca2178a0722751a9b7e27c90385332a4_at:1" class="GRcorrect">at</span> Google was on location-related products, analysts expect her to concentrate now on Yahoo's core businesses of search and display advertising.?"Looking at her background, I think she will kind of elaborate on her product strategy," said Sameet Sinha, an analyst at B. Riley & Co., LLC. "It?s probably the right approach. They have two customers, the consumer and the advertiser, but without the consumer, there?s no advertiser, so she has to make sure the consumer stays," he said.</p><p>Brian Wieser, a senior analyst at Pivotal Research Group, said the investment community would be listening for Mayer to lay out some strategies for a couple of key projects. "I think the ones that are most interesting to me really include things like finding ways to consolidate the display business and finding ways to deepen ties with AOL and MSN," he said.</p><p>Mayer's long history in the search business almost certainly will make her a better negotiator when it comes to working with Microsoft on the two companies' search partnership, and investments in behavioral analytics technology could help it in the display-ad space.?"Display advertising is extremely competitive but it?s growing a lot faster than it was two years back, and Yahoo?s the market leader," Sinha said.?</p><p>Analysts also want to hear Mayer lay out a framework for a mobile strategy. Making money from users coming to an online destination from their phones is an ongoing challenge for companies like Facebook, but Sinha said Mayer will do better by focusing on the <span grtype="null" grphrase="0e58a42ebfec6e2d1da9ca8f4bd45aad6435af68" id="GRmark_0e58a42ebfec6e2d1da9ca8f4bd45aad6435af68_expereince:0" class="GRcorrect">expereince</span> the user has on his or her desktop first.?</p><p>"If your core website is good, then people will try to find you on their mobile devices also," he said.</p><p>There's also the question of what Mayer plans to do with the cash left over after returning $3 billion of the proceeds from selling part of its stake in Chinese <span grtype="null" grphrase="5af09423881d477e018552e562b5e9bc9d778491" id="GRmark_5af09423881d477e018552e562b5e9bc9d778491_ecommerce:0" class="GRcorrect">ecommerce</span> giant Alibaba Group to shareholders.??I definitely hope to hear more about her strategy about <span grtype="null" grphrase="29421261b340f7230e768cbf55815f751355c003" id="GRmark_29421261b340f7230e768cbf55815f751355c003_acquisition:0" class="GRcorrect">acquisition</span>,?
