Hours from "fiscal cliff," Washington still awaits deal

WASHINGTON (Reuters) - The U.S. Congress comes back on Monday without a deal to avert the "fiscal cliff" and only a few hours of actual legislative time scheduled in which to act if an agreement materializes.

Negotiations involving Vice President Joe Biden and Senate Republican leader Mitch McConnell appeared to offer the last hope for avoiding the across-the-board tax increases and draconian cuts in the federal budget that will be triggered at the start of the New Year because of a deficit-reduction law enacted in August, 2011.

A jolt from the financial markets could also prod the parties, as it has occasionally in the past.

"I believe investors will show their displeasure" at the lack of progress in Washington, said Mohannad Aama, managing director at Beam Capital Management, an investment advisory firm in New York.

Democratic and Republican leaders in the Senate had hoped to clear the way for swift action on Sunday. But with the two sides still at loggerheads in talks, Senate Democratic leader Harry Reid postponed any possible votes and the Senate adjourned until Monday.

The main sticking point between Republicans and Democrats remained whether to extend existing tax rates for everyone, as Republicans want, or just for those earning below $250,000 to $400,000, as Democrats have proposed.

Also at issue were Republican demands for larger cuts in spending than those offered by President Barack Obama.

Hopes for a "grand bargain" of deficit-reduction measures vanished weeks ago as talks stalled.

While Congress has the capacity to move swiftly when motivated, the leaders of the U.S. House of Representatives and the Senate have left themselves little time for what could be a complicated day of procedural maneuvering in the event of an agreement.

House Speaker John Boehner has insisted that the Senate act first, but that chamber does not begin legislative business until about noon Monday.

OTHER BUSINESS ALSO ON AGENDA

And the cliff is not the only business on the House agenda. Farm-state lawmakers are seeking a one-year extension of the expiring U.S. farm law to head off a possible doubling of retail milk prices to $7 or more a gallon in early 2013.

Relief for victims of Superstorm Sandy is waiting in line in the House as well, though it could still consider a Senate bill on assistance for the storm until January 2, the last day of the Congress that was elected in November 2010.

Expiring along with low tax rates at midnight Monday are a raft of other tax measures effecting tens of millions of Americans.

A payroll tax holiday Americans have enjoyed for two years looks like the most certain casualty as neither Republicans or Democrats have shown much interest in continuing it, in part because the tax funds the Social Security retirement program.

The current 4.2 percent payroll tax rate paid by about 160 million workers will revert to the previous 6.2 percent rate after December 31, and will be the most immediate hit to taxpayers.

A "patch" for the Alternative Minimum Tax that would prevent millions of middle-class Americans from being taxed as if they were rich, could go over the cliff as well. Both Republicans and Democrats support doing another patch, but have not approved one.

At best, the Internal Revenue Service has warned that as many as 100 million taxpayers could face refund delays without an AMT fix. At worst, they could face higher taxes unless Congress comes back with a retroactive fix.

After Tuesday, Congress could move for retroactive relief on any or all of the tax and spending issues. But that would require compromises that Republicans and Democrats have been unwilling to make so far.

Obama said on Sunday he plans on pushing legislation as soon as January 4 to reverse the tax hikes for all but the wealthy.

New Year Honours 2013: Mary Devine | Stuff.co.nz

The woman who has led prominent Christchurch department store Ballantynes through the city's earthquakes says the "momentum of change" is starting to sweep across the quake-hit city.

Ballantynes managing director Mary Devine has been made an Officer of the New Zealand Order of Merit (ONZM) for services to business.

Devine was appointed to her Ballantynes role shortly before the February 2011 earthquake, becoming the first female and the first non-family managing director since 1938.

She served as the chief executive of retailer EziBuy before taking on the job, and has been on the Canterbury Business Leaders Group executive.

Devine also served as a board member of New Zealand Global Women, and played a key role in developing the organisation's women in leadership programme.

Devine said she was "surprised and humbled" when notified of the honour.

"I was shocked: I had to read it [the letter] a couple of times actually to check that it was true."

She had faced "major challenges" since starting at Ballantynes.

She rated getting the department store ready for trading after the earthquake one of her career highlights.

"It's been all hands on deck from day one, and I'm very proud of the great work that the team has done."

The Re:Start container mall, made up of small shipping container shops around Ballantynes, had also been a major success.

Devine said the mall's success could provide a blueprint for the future of the retail precinct.

"It's something that was achieved in a very unique way, and it's very innovative on a global scale."

She had enjoyed her work with NZ Global Women, and felt the group had helped to increase the number of women leaders while drawing attention to the issue of gender representation.

"We have a strong voice at the table now, especially on the issue of diversity on boards."

Devine said 2013 would be "an exciting year" for Ballantynes and the city as rebuilding plans gathered pace and the future shape of the city started to take hold.

"We've done a lot of hard yards, but we can definitely feel the momentum of change," she said.

Former President George H.W. Bush out of intensive care

Former President George H.W. Bush was moved Saturday out of the intensive care unit of the Houston hospital where he has been for more than a month.

"President Bush's condition has improved, so he has been moved today from the intensive care unit to a regular patient room at The Methodist Hospital to continue his recovery," his office said in a statement distributed by spokesman Jim McGrath.

Bush was moved to the intensive care unit last Sunday as doctors worked to control "a stubborn fever," McGrath said at the time. He was listed at the time in guarded condition.

Bush was initially hospitalized with bronchitis and remained in the hospital for a lingering cough. He was admitted from November 7 through 9, then returned on November 23. He has remained at the hospital since. Before his ICU admission, Bush was undergoing physical therapy as doctors prepared to have him home for Christmas.

While in the intensive care unit, Bush was on a liquid diet. It was not immediately clear on Saturday whether he remained on that modified diet.

On Friday, McGrath signaled that the former president was improving.

"The president is alert and, as always, in good spirits - and his exchanges with doctors and nurses now include singing. The Bushes thank everyone for their prayers and good wishes and, like their doctors, are cautiously optimistic that the current course of treatment will be effective."

That same day, Bush took a call from one of his favorite bands: the Oak Ridge Boys.

The gospel-turned-country crooners returned from their vacation, members said, to serenade the former president by phone at the request of former first lady Barbara Bush.

"We asked what song he would like to hear and he said, 'Elvira,' so we blasted some oom pop a mau mau's in the direction of Houston, Texas," band member Joe Bonsall said.

Hockey greats, politicians, journalists among newest Order of Canada inductees

OTTAWA -- Forty years after they skated their way into history, two members of Canada's Summit Series hockey team have now scored an Order of Canada.

Ken Dryden has been named an officer of the order and Paul Henderson a member as the Governor General's office released the list of the latest inductees.

Both men were members of the Canadian hockey team during the 1972 Summit Series against Russia, though their citations also note their achievements in other fields.

Joining them from the hockey world was Daniele Sauvageau, who coached Canada's Olympic women's hockey team to gold at the 2002 Games.

Altogether, Governor General David Johnston announced 91 new appointments to the Order of Canada, which was established in 1967 to recognize service to Canada.

There are three levels to the honour: companion, officer and member. The highest level, companion, can only have 165 living members at any time.

The list of inductees is usually released twice a year.

Others named Sunday include two longtime CBC journalists, Michael Enright and Andrew Barrie, as well as investigative reporter Stevie Cameron.

Among Cameron's best-known work is an investigation she did into then-prime minister Brian Mulroney's involvement in the purchase of new Airbus jets.

She was accused of being an informant for the RCMP when they launched their own investigation but those accusations were later recanted.

Broadcaster Elmer Hildebrand was named for his contributions to radio in western Canada and other charitable causes.

Two high-profile Canadian politicians were also inducted.

Sheila Copps, a deputy prime minister under Jean Chretien, and Brian Tobin, also a Chretien cabinet minister and former premier of Newfoundland and Labrador both became officers of the order.

Former Assembly of First Nations Chief Phil Fontaine also became an officer of the order, cited for his contributions on behalf of First Nations and particularly his role in the resolution of claims arising from the aboriginal residential schools.

Several members of Canada's arts community were recognized as well, including philanthropist Scott Griffin for his establishment of an international poetry prize, choreographer Paul-Andre Fortier for his contributions to dance and Roald Nasgaard, who is the chief curator at the Art Gallery of Ontario.

Orders of Canada are awarded upon the recommendations of an 11-member advisory council which includes the chief justice of the Supreme Court and the Clerk of the Privy Council.

Only four have ever been revoked, each time because the individual was later convicted of crimes.

Earlier this year, Conrad Black had sought the ability to plead his case before the council as to why he should keep his.

The former media baron was convicted in the United States of fraud and obstruction of justice while he was head of media giant Hollinger International.

He contends he was unfairly treated.

His order remains under review.

Hi all. We have been experimenting with city living in our home city lately. We raised the kids in the suburbs--close to downtown and with excellent schools--but we knew we wanted to step out the door and GET somewhere by foot instead of car.

We love everything about our experience BUT the Northeast weather.

Retirement is coming up soon. We're thinking South.

Our one daughter lives in Charlotte; the other lives in Atlanta. We are thinking we would love to live in downtown Charlotte, especially since it's a good air hub, close to its airport, and pretty close to ATL by car.

Mission accomplished.

Cody Journell kicked a 22-yard field goal on the first possession of overtime to help the Hokies beat Rutgers 13-10 in the Russell Athletic Bowl on Friday night.

Virginia Tech won its final three games to finish 7-6.

"Not everything in life is real smooth," Hokies coach Frank Beamer said. "These players worked hard and how they reacted to adversity and to disappointment and when all of them wanted to do better ? they kept together."

Rutgers (9-4) had a chance to tie it in overtime, but Nick Borgese missed a 42-yard field-goal attempt to the right.

The loss ended a run of five straight bowl victories for the Scarlet Knights and kept them from recording their first double-digit win season since 2006.

The win also was the Hokies' 12th straight victory over their former Big East Conference rival.

Virginia Tech trailed 10-0 at the half, then rallied in the final 30 minutes thanks to some timely turnovers and offense. Quarterback Logan Thomas struggled in the first half and finished with a pair of interceptions, but also had 192 yards passing and the game's only passing touchdown.

"I can't commend the defense more," Thomas said. "The entire season that's kind of how it's been. I have to give a shout out to (linebacker) Bruce Taylor because he played his tail off the entire game. It felt like he was in the backfield making a tackle on every play."

Taylor finished the night with a team-high 11 tackles to lead a defense that held Rutgers to 67 yards in the second half.

Virginia Tech cornerback Antone Exum, selected the most valuable player of the game, picked off Gary Nova's pass early in the fourth quarter to set up the tying score.

He said though the offense took its lumps early, he was never down on their effort.

"That's just the way the game panned out," Exum said. "We never lose hope with the guys on the other side of the ball. Our job, honestly, is just to go out there and get as many three-and-outs as possible and give the most opportunities as we can to put points on the board.

"We did a good job of that tonight."

Rutgers seemed to be in command until the opening minutes of the fourth quarter, when turnovers and a sudden surge from the Hokies' offense quickly turned the momentum.

Down 10-0, Virginia Tech took over after Rutgers missed field goal and moved into Scarlet Knights' territory for the first time in the game on a 32-yard pass from Thomas to Dyrell Roberts.

Thomas then found Corey Fuller for a 25-yard strike on the next play, before the drive stalled on the 8. It forced the Hokies to settle for Journell's 25-yard field goal.

Exum intercepted Nova's pass on the ensuing drive, giving the Hokies a first down on the Rutgers 21.

The Hokies found the end zone three plays later on a 21-yard touchdown pass from Thomas to Fuller with 10:56 left as steady rain began to fall.

"We finally caught them off balance," Thomas said. "We finally got them uncomfortable. ... I just had to put the ball out there for him."

Virginia Tech defensive end Tyrel Wilson then came up with the defense's second turnover of the night, recovering a fumble inside the Scarlet Knights 40 after Nova dropped a snap while lined up in the shotgun.

An intentional grounding penalty on Thomas forced a punt, though, with less than 7 minutes to play.

They got another chance a few series later, only to see Journell's 51-yard field goal come up short with 2:20 showing on the clock.

Rutgers punted, but got it back just a play later when Thomas' pass was intercepted by Brandon Jones.

"Two tremendous defensive performances, and one of the better defensive performances I've seen from Rutgers players this season," Rutgers coach Kyle Flood said. "It's unfortunate that we came out on the wrong side of the game, and squander that kind of performance as a result."

It was defense on both sides that controlled the action in the first half as Rutgers took a 10-0 halftime lead.

The Scarlet Knights were the most effective offensively, managing a modest seven first downs and a field goal. But the Scarlet Knights came up empty on their best drive of the half, failing to convert on a fourth down pass play inside the Hokies 35.

Virginia Tech struggled throughout, though, tallying only 73 yards total in the first two quarters. Thomas was also sacked twice and intercepted late in the half, which severely hampered an offense that never made it into Rutgers' territory.

Penalties also bent in Rutgers' favor. Virginia Tech was penalized eight times for 60 yards. The Scarlet Knights weren't whistled for any penalties in the half.

A miscue by Virginia Tech on the opening drive of the game produced the game's first score.

Hokies center Caleb Farris sent his second snap of the night sailing past Thomas and into the end zone.

Thomas scrambled back to pick it up, and tried to run it out, but he was instantly swarmed and lost the ball as he was tackled. It was eventually recovered by Rutgers linebacker Khaseem Greene for the touchdown.

Beamer said the challenge to not any shortcomings from this season cloud the offseason.

"I couldn't be more proud of this team," he said. "We've won some more games in other years, but I think this group is special."

Notes: The game was the lowest scoring the bowl's history. It surpassed Stanford's 24-3 win over Penn State in 1993. ...The game also set a bowl record with 20 punts, passing the previous record of 19 in the 1991 matchup between Alabama and Colorado.

If one of your New Year's resolutions is to lose weight, you are not alone ? the United States has the highest rate of obesity in the world.

In 2010, more than 35 percent of American adults were obese as well as 17 percent of American kids, and it's estimated that 50 percent of adults will be obese by 2030. Obesity has been attributed to many things, including our overconsumption of processed grains, sweetened foods and sodas. Our sedentary lifestyles don't help, either.

However, scientists are exploring the possibility that the bacteria hanging out in your gut may also contribute to your expanding waistline, and perhaps to your inability to lose weight. The health of the intestines, in particular the composition of the trillions of bacteria that live in your gut, may be key players in everything from dysfunction of your immune system to insulin resistance, diabetes, obesity, depression, skin disorders and autoimmune disease. In fact, many scientists consider that the microbes in the gut constitute their own organ system in the body known as the microbiome. The human microbiome consists of all of the bacteria, viruses and other organisms that live communally in the gut. There are 10 times as many organisms in the gut as there are human cells in the body, and these organisms are subject to change, especially with changes in our diet.

So how might bacteria in the gut affect your weight? Research suggests that organisms in our intestines have a significant impact on how fats in our food are metabolized, absorbed and stored. The first data to suggest a connection between the health of the gut and the risk of obesity was published in 2004, and since then more than 100 articles have been published trying to elucidate the mechanism behind this.

An imbalance of harmful bacteria in the gut can secrete substances known as endotoxins that can incite inflammation and contribute to changes in hormones that subsequently lead to weight gain. In a recent study in China, scientists identified an obesity-linked bacteria known as Enterobacter from a morbidly obese adult male; when that bacterium was eliminated from his gut, he lost nearly 30 percent of his body weight. The researchers then fed this same Enterobacter to a group of mice; they developed obesity and insulin resistance from this exposure.

What leads to an increase in harmful bacteria such as Enterobacter? The composition of organisms in the intestines is affected by multiple things including foods we eat, the use of antibiotics, chronic ingestion of acid-reducing medications and stress. In fact, bacteria in the gut can change within 24 hours of a change in our diets.

And how do you keep your gut healthy and happy? Start by avoiding processed grains and sugars, which can promote the growth of harmful bacteria, and switch to whole, unprocessed grains as well as fermented foods. Fermented foods like yogurt and sauerkraut contain healthy bacteria known as probiotics, which help to replenish healthy gut bacteria, and most of us no longer eat these foods with any regularity.

Foods like garlic, leeks, and onions contain substances known as prebiotics, which also help to feed and foster the growth of those healthy bacteria. Sometimes a probiotic supplement is also needed to help restore gut health, and some people may even need more specific treatment to reduce levels of harmful bacteria in the intestines.

And of course, don't forget to manage your stress, get plenty of sleep, keep up your exercise and watch your portion sizes to lose weight. Study ties drug shortage to poorer cancer survival - Salt Lake Tribune

Young cancer patients who couldn?t get a key medicine because of a national drug shortage were more likely to suffer a relapse than others who were able to get the preferred treatment, doctors report. It?s the first evidence that a long-standing drug-supply problem probably has affected cancer treatment results in specific patients.

The study involved more than 200 children and young adults with a blood cancer called Hodgkin lymphoma. Like childhood leukemia, it can be cured nearly 80 percent of the time. But a drug shortage that has worsened since 2009 is threatening that success rate, doctors report in Thursday?s New England Journal of Medicine.

Hundreds of drugs, including sedatives, antibiotics, painkillers and cancer treatments, have gone in and out of short supply in recent years. Reasons include manufacturing and contamination problems, plant shutdowns, and fewer makers and lower profits for certain drugs, especially generics infused during surgery or cancer treatment.

Doctors sometimes substitute different drugs for ones in short supply. But proving that the swaps led to poorer results has been tough, especially for cancer patients whose disease and response to treatment vary so much.

"We really couldn?t put our finger on, did anybody really suffer?" said Dr. Michael Link, a cancer specialist at Stanford University and past president of the American Society of Clinical Oncology.

The new study, led by Dr. Monika Metzger of St. Jude Children?s Research Hospital in Memphis, gives the best evidence so far that patients are suffering.

It focused on mechlorethamine, or nitrogen mustard, a drug that has been in short supply until last month, when more became available. Doctors compared results among 181 Hodgkin lymphoma patients who received the drug to 40 others who were given a different chemotherapy, cyclophosphamide, when the first choice was unavailable.

Only 75 percent of those given the substitute drug stayed free of cancer for two years versus 88 percent who received the preferred treatment.

"We can think of no credible explanation for this dramatic difference" other than the drug substitution, the authors wrote.

No patients died, but those who relapsed were given more aggressive treatments, including stem-cell transplants that have more side effects and can harm fertility.

One of them was Abby Alonzo, of Port St. Lucie, Fla. She was diagnosed with lymphoma three years ago, when she was 10. After eight weeks of treatment with the preferred drug, "she was doing wonderfully," said her mother, Katie Alonzo.

Then doctors said they were out of it.

"I said, what do you mean, we don?t have the medication my child needs?" Katie Alonzo said.

After four weeks on the substitute chemo, Abby?s cancer had returned and spread to more places, her mother said. The child received high doses of chemotherapy and radiation and now seems cancer-free, although the treatments damaged her lung capacity, leaving her short of breath.

"When your child has cancer you live day by day," and to find out a life-saving medicine isn?t available is "very, very frightening," Katie Alonzo said.

Activists say airstrike in north Syria kills 14

BEIRUT (AP) ? A government airstrike on a town in north Syria on Friday killed 14 people, mostly women and children, anti-regime activists said.

The Britain-based Syrian Observatory for Human Rights said the 14 were killed in a strike on the town of al-Safira, south of the northern city of Aleppo. The dead included two women and eight children.

An Aleppo activist who spoke on condition of anonymity for security reasons provided a list of the names of the dead and said the government often strikes the town because rebels are attacking a large military complex on its outskirts.

Rebels clashed with soldiers there on Friday, he said.

A video posted online that purported to show the site of the strike showed a large area covered with the rubble and the walls sheared off of a row of buildings nearby.

The video appeared genuine and corresponded to other AP reporting.

Activists say the regime often takes revenge for rebel advances by bombing residential areas. They say more than 40,000 have been killed in Syria since the start of the uprising against President Bashar Assad in March 2011.

Earlier in the day, activists said that rebels stepped up their siege of a military base further to the north, near the Turkish border, and government warplanes bombed surrounding areas to support the defenders.

With the NFL season coming to a close on Sunday, several players are on the verge of earning top spots in the NFL Record and Fact Book for their performances in 2012. Let?s take a moment to appreciate some record-setting performances this season.

First, here are some single-season records that have already been broken this year:

Most receiving yards: Lions receiver Calvin Johnson has 1,892 yards this season, topping the old record of 1,848, set by Jerry Rice in 1995. On Sunday we?ll see whether Johnson can be the first player in NFL history to top 2,000 receiving yards.

Most 50-yard field goals: Minnesota kicker Blair Walsh broke the NFL record previously owned by Morten Andersen and Jason Hanson, with nine 50-yard field goals this season.

Most punts inside the 20: Chiefs punter Dustin Colquitt got his 42nd punt inside the 20 on Sunday, tying an NFL record. That was only the record for a few hours before Cardinals punter Dave Zastudil broke it by landing six punts inside the 20-yard line on Sunday against the Bears, upping his season total to a new NFL record of 44. Zastudil may add to his record on Sunday, or Colquitt may surpass him, giving us a reason to watch two good punters on two bad teams on Sunday.

Most passing yards, rookie: Andrew Luck has 4,183 passing yards this season, topping Cam Newton?s year-old record of 4,053.

Most passing attempts, rookie: Luck owns this record, too, with 599 attempts this season, topping Sam Bradford?s two-year-old record of 590.

Here are the single-season records that could be broken on Sunday:

Highest passer rating, rookie: Ben Roethlisberger owns this record at the moment, with a 98.1 rating in 2004. But Redskins quarterback Robert Griffin III is currently on pace to break that record, with a 104.1 rating, while Seahawks quarterback Russell Wilson is at 98.0 and could break it as well.

Highest completion percentage, rookie: Roethlisberger owns this record, too, at 66.44 percent, and Griffin is right behind him, at 66.40 percent.

Lowest percentage, passes had intercepted, rookie: Charlie Batch owns this record, with 1.98 percent of his passes intercepted (six interceptions on 303 attempts) as a Lions rookie in 1998. Griffin has thrown interceptions on just 1.33 percent of his passes this season (five interceptions on 375 attempts), so this record will belong to Griffin unless he throws at least three interceptions against the Cowboys on Sunday.

Most touchdown passes, rookie: Wilson has 25 touchdown passes this season, one away from Peyton Manning?s record of 26. Have you noticed there are some pretty good rookie quarterbacks this year?

Most completions, rookie: Luck has 325 completions this season, putting him third all time. He needs just two completions on Sunday to pass Peyton Manning for second place all time (326) and needs 30 completions to break Sam Bradford?s record of 354.

Most sacks: Houston?s J.J. Watt has 20.5 and San Francisco?s Aldon Smith has 19.5, putting them both in striking distance of Michael Strahan?s record of 22.5.

Most 100-yard receiving games: In addition to breaking the single-season yardage record, Calvin Johnson has tied the single-season 100-yard game record. Johnson has 11 games of at least 100 receiving yards this season, equaling Michael Irvin?s NFL record, and Megatron can get the record all to himself with a 12th 100-yard game on Sunday.

Most pass attempts: Detroit?s Matthew Stafford has 685 attempts this season, putting him seven passes away from breaking Drew Bledsoe?s single-season record of 691.

Highest net punting average: Saints punter Thomas Morstead is currently averaging 44.4 net yards per punt. He?s well on his way to breaking the all-time record, which the 49ers? Andy Lee set last year when he averaged 43.99 yards per punt.

Most fair catches: Jets punt returner Jeremy Kerley has fair caught 33 punt returns this season, tying the all-time record set by Brian Mitchell of the Eagles in 2000. Mitchell is the NFL?s all-time leader for most punt returns and most punt return yards, and he probably wouldn?t mind giving up an unimportant record like most fair catches in a season ? the kind of weird record it would make sense for someone on this weird Jets team to own.

Most interception return touchdowns: Rams cornerback Janoris Jenkins has three interception return touchdowns this season, tying Hall of Famers Lem Barney and Ronnie Lott for the most ever by a rookie. If Jenkins has another pick-six on Sunday, he?ll have the rookie record all to himself and a share of the all-time record of four in a season.

Most rushing yards: This is the big one. Peterson has 1,898 yards this season, putting him 208 away from breaking Eric Dickerson?s record of 2,105, set in 1984. According to NFL information man Randall Liu, the NFL single-season records for rushing yards and receiving yards have only been set in the same season once, and that was in 1932 ? the first year the NFL began recording single-season statistical records, when by definition every record was set. With Johnson already having the receiving record and Peterson having a shot at the rushing record, this could be the year that those records are set simultaneously once again.
